Welfare Schemes


1.   Stipend Schemes
    Welfare Department is running a number of stipend schemes for the welfare of SC, ST and OBC Students. These schemes have been so designed that it can fulfill the needs of the students. The rate of stipend are as below:

As per the GOI rates which ranges between Rs.90/- to Rs.740/- for different courses

2. High School Stipend (Class 7 to 10) 55/-
3. Middle School Stipend (Class 5 to 6) 30/-
4. Primary School Stipend (Class 1 to 4) 15/-
5. Mushahar stipend 30/-
6. Hostellers 80/-
7. Stipend for technical courses 150/-
8. Stipend to wards of the people engaged in unclean occupation As per GOI rates

Procedure for stipend


To avail the benefit of stipend schemes the students of SC, ST and OBC communities need to fill the prescribed form, which is available with the officers of the Welfare Departments i.e. B.W.O., S.W.O. and D.W.O.


After filling the form and attaching the necessary papers like caste certificate, income certificate, they should submit it to the head of the institution/school.


These applications are scrutinized and placed before the stipend committee at te Block, Sub-division and District level. Orders have been issued from the H.Q. level to conduct meetings every month for sanction of stipend.


Therefore, the student should contact the authorities after one month from the date of submission of application and get stipend money.


If the students face any problem, should directly correspond with the Dy. Development Commissioner and the District Magistrate of their District, or the Director, Welfare at Patna.


2.   Residential Schools
    Welfare department is running 30 residential schools for Schedules castes boys and 21 schools for girls, 15 residential schools for Scheduled Tribes. At present 12 residential schools for OBCs girls have been sanctioned.


Students are admitted on the basis of merit in these schools and they are provided free boarding, lodging and education.


Those who wish to get admission in those schools should either contact the Head Master of the school or the District Welfare Officer of the district or the nearest district. Otherwise admissions are advertises in leading news papers during the beginning of academic year.


3.   Uniform to Girl
    Specially for SC, ST school going girls this scheme of "Uniform to Girl" is being implemented. Under this scheme, two sets of dresses are provided evey year at a cost of Rs.250/- per set on availability of funds.


Uniform is provided to the SC & ST school going girls who are studying in Govt. schools.


To avail the facility the students and their guardians are advised to contact the Head Master of the School or the BWO/BDO of the block.


4.   Hostel Scheme
    Welfare Department is running hostel schemes for SC, ST and OBCs. In these hostels, only residential facility is provided to the students. The student in those hostel run mess by themselves. For the messes the Govt. provides cook-cum-servant to cook food.


At present there are 146 running hostels for SCs, 13 hostels for STs and 5 hostels for OBCs.

5.   Ayurvedic Medical Centres
    In Bihar, 10 Ayurvedic Medical Centres are being run to provide medical facilities to ST people in the ST dominated areas.


In these centres Ayurvedic Medical Officers are posted to provide medical advices to the ST people, medicines are also provided in these centres free of cost.


New buildings for the centres are being constructed out of the funds provided by the 11th Finance Commission.


6.   Medical Aid and Legal Aid
    For providing assistance to SC and ST people for carrying out medical treatment the scheme of "Medical Aid" is being run. Under this scheme assistance from Rs.300/- and upto Rs.1000/- is provided as per the need for medical treatment.


Similarly, under the scheme of "Legal Aid" the SC and ST people are provided assistance to contest the court cases. Under this scheme the advocates are engaged and they are paid.

7.   Assistance under SC, ST Atrocities Prevention Act,1989/PCR Act, 1955
    SC, ST Atrocities Prevention Act 1989 was enacted to provide protection to the SC, St people from atrocities committed by other castes of the Society. A rule have been made which is known as "SC,ST Atrocities Prevention Rule 1995" The Home Commissioner of the State is the nodal officer for the implementation of the Act. Under this act, 9 SC/ST Police stations are working in the State.

Welfare Department provides funds for financial assistance to the victims in the case registered under this act. For this District Magistrate of the districts have been duly authorized.

8.   Special Central Assistance to Special Component Plan
    Govt. of India provides SCA grants to the State Govt. for the economic development of the SCs.

This grant is an additive to Special Component Plan of the State Govt.


As per the new guidelines issued by the GOI, this scheme is to be implemented on the lines of "Swarnjayanti Gram Swarojgar Yojna" and there is provision to give upto Rs.10,000/- maximum subsidy to avail the benefit of the scheme. The State Govt. also provide 5% additional subsidy from State Plan funds. The SC persons should contact the concerned BDO, SDO, DWO, DDC of the district and apply for getting the benefit of the scheme.
