SCHEMES IMPLEMENTED BY THE DEPARTMENT FOR THE WELFARE OF DISABLED & SENIOR CITIZENS

Education
  • 11 Special Residential Schools, 5 for Visually Handicapped, and 6 for HearingHandicapped are functioning under the control of Department for the welfare ofDisabled & Senior Citizens.
  • 2 Residential  junior colleges one each for Hearing Handicapped and visuallyhandicapped (120 Inmates)
  • Providing residential facilities for students through 40 Hostels under disabled WelfareDepart and 5 Special Schools 3 VH and 2 HH under School education Department.

  • Disabled students studying Intermediate and above classes and whose parental income is less than Rs.1,00.000/- are eligible on par with S.C Students as detailed below.

  • Books and instruments are supplied to I.T.I and Polytechnic students, whose Parents/guardians income is less than Rs1,00,000/- per annum.
  • Total reimbursement of tuition fees and special fees is provided to the students studying Professionals courses, like M.B.B.S., B.E., B.Tech, M.B.A., Computer, B.Ed., etc for “A” category seats on par with scheduled caste students whose parents/guardians income is less than Rs.1,00,000/- per annum (G.O.Ms.No.21,WD CWD & DW (DW.A1) Dept. Dt. 3.7.2008.
  • On the International day of Disabled i.e., 3rd day of December every year Games, sports and competitions in skill and talent for Disabled are conducted to bring them into the main stream of public life.
  • Seven KGBV Schools were established (2 for VH and 5 for HH girls) in the Districts for providing educational benefits at the elementary level to the disabled girls.

Reservations
  • The APSRTC is providing free bus passes to all the disabled persons irrespective of age to travel within the City and Sub Urban areas and 50% concessional pass in all Rural Areas. Transport allowances of Rs.50/- per month per head is being provided to all Orthopaedically handicapped students apart from this.
  • The Government of Andhra Pradesh have identified jobs that are manned by the persons with disabilities vide G.O.Ms.No.145, W.D.C.W. & L (WH.Desk) Dept. dated 28.9.1992 for Group C & D Posts.
  • The Government of A.P. has provided reservation in favour of the disabled in Group-I and Group-II services vide G.O.Ms.No.297, WD, CW & DW Dept. dt.9.10.2006 and G.O.Rt.No.106, W.D.C.W. & D.W. (DW) Dept. dated 13.4.2007 respectively for Group A & B Posts.
  • 3% reservation is provided in favour of the disabled in employment and the reservation is trifurcated into 1:1:1 to the visually impaired, hearing impaired and OrthopaedicallyHandicapped vide G.O.Ms.No.115, W.D.c.W. & L (WH.Desk) Dept. dt.30.7.1991.
  • All departments are directed to set apart 3% of their budget for implementing self-employment programmes for disabled vide G.O.Ms.No.24, dt:20.5.2002
  • Reservations of posts in services and age concession has been extended for 10 more years vide G.O.Ms.No.21, WD, CW & DW Dept., dt:29.4.2002
  • The Government of A.P. have launched the special recruitment drive for filling up of the backlog vacancies reserved for disabled in Government and public sector vide G.O.Ms.No.9, WDCW & DW Dept. dt.26.2.2002.  And the period of special recruitment drive has been extended from time to time up to 31.3.2010.  Till date, 2569 disabled are recruited through the special recruitment drive.
  • The Govt. of A.P. directed that all the departments and local authorities shall reserve not less than 3% in terms of physical and financial coverage in all poverty alleviation schemes for the benefit of the PWDs vide G.O.Ms.No.1, W.D. & D.W. (DW) Dept. dt.9.1.2002.


 
Other Govt. Benefits for Disabled persons
  • Certain benefits to disabled persons in Housing Schemes in the State vide G.O.Rt.No.106, Housing (RH.I) Dept. dt.27.3.2008.
  • Enhancement of annual ceiling of parents / guardians to Rs.1,00,000/- for sanction ofcertain schemes to the eligible disabled students vide G.O.Ms.No.9, WDCW & DW Dept. dt.10.4.2008.
  • Enhancement of Diet Charges, Cosmetic charges, Supply of Uniforms and bedding material to inmates and boarders staying in Hostels, Homes, Residential Schools and attached Hostels of T.C.P.Cs. Of disabled persons etc. vide G.O.Ms.No.15, WDCW & DW (DW.A1) Dept. dt.7.6.2008.
  • Enhancement of Marriage Incentive Awards for marriages between differently abled and Normal persons from Rs.3000/- to Rs.10,000/- vide G.O.Ms.No.18, WDCW & DW Dept. dt.19.6.2008.
  • For availment of any number of different Concessions given for meeting different needs to differently abled persons vide G.O.Ms.No.19, WDCW & DW (DW.A1) Dept. dt.25.6.2008.
  • Sanction of direct loans to severely challenged students studying Post Graduate and Professional Courses to purchase motorized vehicle, sophisticated prosthetic aids etc. vide G.O.Rt.No.194, WDCW & DW (DW.A2) Dept. dt.30.6.2008.
  • Providing portable MP 3 CD Players to Visually Challenged students as an assistive device for promoting access to quality education and enhancing vide G.O.Rt.No.209, WDCW & DW (DW.A2) Dept. dt.9.7.2008.
  • Enhancement of rate of pension to the disabled persons based on degree of disability - Disbursement of enhanced rate of pension to all the disabled pensioners @ Rs.500/- per month vide G.O.Ms.No.454, P.R. & R.D. (RD.II) Dept., dt. 14.11.2008
  • Enhancement of Pre Matric Scholarships vide G.O.Ms.No.44, WDCW & DW Dept. dt.24.11.2008
  • The scheme of Cochlear Implant Surgery has been included in Aarogyasri-I for the benefit of the hearing handicapped persons below six years.
